It must be by land area, otherwise Russia should be a lot smaller and India and China should be bigger.
A couple of indicators that this must be by land size are: Canada (huge land) has only 35 million people (less than California); India (1.3 billion) is second to China and should be huge (if by population).

No Pacific island nations, no Indian Ocean nations, no Atlantic Ocean nations, and that’s what i can see, what i can’t see without a full size decal are the tiny nations of Europe and the Caribbean.
