I tend to use Wave.ai, which is similar but also has a substantial free plan and seems more privacy conscious. However, I can’t say how safe either one is.
Our IT Security has evaluated otter.ai and determined that it is not safe for our org to use.
They stated:
It does not clearly communicate what it does or how it uses your data
It attempts to gain access to our internal systems
It exhibits invasive behavior and misrepresents its capabilities
So you may want to be careful, depending on your context.
